Expresses the sense of the House of Representatives that the Maoists must: (1) lay down their weapons and permanently give up political violence; and (2) implement their commitments to the government and people of Nepal, including respect for human rights, civil liberties, and the rule of law, and the dismantling of parallel governance structures.
