Great Lakes Preservation Act - Prohibits the export from the United States of bulk fresh water from the Great Lakes basin. Expresses the sense of Congress that the U.S. Government should enter into an agreement with Canada stating that the two nations shall abide by the terms of this moratorium until Congress enacts legislation approving the operation of a standard for making Great Lakes water use decisions that has been agreed to by each of the Governors of the Great Lakes States, in cooperation with the Premiers of the Provinces of Ontario and Quebec.

Requires the Secretary of the Interior to conduct a study to identify options to preserve the lighthouses in the Great Lakes States.
