Child Protection Services Improvement Act - States that Congress strongly encourages State agencies to make the resources obtained under this Act available to the nonprofit private sector contracted providers in their State who face the same challenges as the State.

Authorizes the Secretary of Health and Human Services to make grants to applicant States to improve the quality of child welfare services by increasing the quality and capacity of their child welfare workforce or by increasing the coordination of their child welfare services.
Amends the Higher Education Act of 1965 to authorize the Secretary to carry out a demonstration program for eligible individual applicants employed in child welfare work to repay certain educational loans.
