Expresses condolences to the families of all persons killed or injured in the terrorist bombings of the U.S. embassies in Kenya and Tanzania.

Expresses gratitude to: (1) U.S. Federal and local agencies, private organizations, and the people and the Governments of Kenya, Tanzania, Israel, France, the United Kingdom, Germany, Japan, Australia, and South Africa for their assistance in the aftermath of the bombings; (2) the U.S. embassy guards whose heroic actions prevented even more deaths and injuries; and (3) U.S. personnel for their dedication in serving abroad and assuming the risks of living and working overseas.

Expresses: (1) condemnation of all persons and parties involved in the bombings; (2) the determination of the House of Representatives to assist in the arrest of all persons responsible; and (3) the intention of the House to examine whether security needs of U.S. facilities overseas are being met and what kinds of tools can be employed to discourage nations from harboring terrorists.
