Authorizes the President to reassert America's commitment to the Helsinki Accords and requests him to: (1) convey to all signatories of the Accords that respect for human rights and fundamental freedoms is a vital element of further progress in the ongoing Helsinki process; and (2) develop new proposals to advance the human rights objectives of such process to address the major problems that remain.
