School-to-Work Opportunities Act of 1994 - Establishes a national framework for development of School-to-Work Opportunities systems in all States.
(Sec. 3) Declares the congressional intent that the Secretaries of Education and Labor (the Secretaries) jointly administer this Act in a flexible manner.
(Sec. 5) Directs the Secretaries to jointly administer the programs established by this Act.
Title I: School-to-Work Opportunities Basic Program Components - Requires School-to-Work Opportunities (SWO) programs to: (1) integrate work-based and school-based learning and academic and occupational learning, and establish effective linkages between secondary and postsecondary education; (2) provide students with the opportunity to complete career majors; (3) incorporate specified program components including work-based and school-based learning and connecting activities; (4) provide participating students with experience in and understanding of the industry they are preparing to enter; and (5) provide all students equal access to program components and to recruitment, enrollment, placement, and related activities.
(Sec. 102) Sets forth mandatory activities for the school-based, work-based, and connecting activities components of SWO programs, as well as optional activities for the work-based activities component.
Title II: School-to-Work Opportunities System Development and Implementation Grants to States - Subtitle A: State Development Grants - Authorizes the Secretaries to award development grants to applicant States to complete development of a comprehensive, statewide SWO system. Allows coordination with an application under the Goals 2000: Educate America Act.
Subtitle B: State Implementation Grants - Allows States to apply to the Secretaries for competitive implementation grants, with applications containing: (1) plans for comprehensive, statewide SWO systems meeting content requirements; (2) descriptions of how funds will be allocated to local SWO partnerships; and (3) optional requests for waivers of certain statutory or regulatory requirements. Allows coordination with an application under the Goals 2000: Educate America Act.
Subtitle C: Development and Implementation Grants for School-to-Work Programs for Indian Youths - Directs the Secretaries to provide grants for SWO programs for Indian youths that involve schools funded by the Bureau of Indian Affairs.
Title III: Federal Implementation Grants to Local Partnerships - Authorizes the Secretaries to award competitive SWO implementation grants directly to local partnerships that have not received funds from State implementation grants.
Authorizes the Secretaries to award grants directly to other local partnerships to implement SWO programs in high poverty areas.
Title IV: National Programs and Reports - Directs the Secretaries to provide for: (1) research, demonstration, and other projects; (2) performance outcomes and evaluation, in collaboration with States; (3) training and technical assistance; (4) collection and dissemination of information on SWO programs, labor markets, economic development, skill standards, and employers' capacity to provide work-based learning opportunities and facilitation of communication and exchange of information and ideas among States and partnerships carrying out SWO prgrams school-to-work information, through the Capacity Building Information and Dissemination Network, the Educational Resources Information Center Clearinghouses, and the National Network for Curriculum Coordination in Vocational and Technical Education; and (5) certain annual reports to the Congress.
Title V: Waiver of Statutory and Regulatory Requirements - Sets forth provisions relating to: (1) State and local partnership requests and responsibilities for waivers of statutory and regulatory requirements; and (2) such waivers by each of the Secretaries.
(Sec. 504) Allows combination of Federal funds for SWO programs with those for other specified programs in the cases of: (1) high poverty schools; and (2) States, for certain school-to-work activities.
Title VI: General Provisions - Sets forth provisions relating to: (1) nondisplacement and nonreplacement of current workers; (2) nonimpairment of existing contracts; (3) safe workplaces; (4) effect on other laws; (5) prohibition of SWO funds' enpenditure for wages of youth participants or workplace mentors; (6) program sanctions; (7) State authority; and (8) prohibition of Federal mandates, direction, or control over school curricula or allocation of State or local educational resources.
(Sec. 605) Authorizes appropriations for FY 1995 through 1999 to carry out this Act.
Title VII: Other Programs - Subtitle A: Reauthorization of Job Training for the Homeless Demonstration Program under the Stewart B. McKinney Homeless Assistance Act - Amends the Stewart B. McKinney Homeless Assistance Act to extend the authorization of appropriations for the job training for the homeless demonstration program through FY 1995.
Subtitle B: Tech-Prep Programs - Amends the Tech-Prep Education Act to revise tech-prep education program contents to include the two or four years of secondary school preceding graduation (currently just the final two years), as well as two years of higher education or an apprenticeship program.
Gives special consideration to applications developed in consultation with institutions of higher education that award baccalaureate degrees (among other special consideration factors).
Subtitle C: Alaska Native Art and Culture - Alaska Native Culture and Arts Development Act - Amends the Higher Education Amendments of 1986 to include Alaska Natives in a program for native culture and arts development (currently such program is only for Native Hawaiians).
Subtitle D: Job Training - Amends the Job Training Partnership Act to provide allowances for child care costs to certain individuals participating in the Job Corps.
Title VIII: Technical Provisions - Sets forth effective date and sunset provisions.
