An amendment, printed as amendment No. 14 in the Congressional Record of July 28, 1997 to prohibit the Education Department from imposing sanctions on states that do not elect to provide special education services to prisoners aged 18 to 21 years under the provisions of Individuals with Disabilities Education Act.
